Greece has reached 84% of the EU average in terms of digital transformation, according to a survey published by the Hellenic Federation of Enterprises (SEV).
The findings, included in the research that focuses on the digital gap and ways to address challenges, revealed that despite improvements over the past years, Greek enterprises continue to lag behind regarding infrastructure, fiber optics, digital skills, and the adoption of cutting-edge technologies.
The assessment is based on quantitative targets set by the EU in the framework of the digital transformation until 2030.
According to the data, Greece has recorded progress in the digitization of state services to businesses and citizens (E-Gov benchmarks: 79% and 77%, respectively). In contrast, performance on open data maturity remains low at 61%. In digital health services, Greece has a 74% coverage of the EU target.
When it comes to digital infrastructure, Greece showed a near 100% coverage of 5G networks. However, the development of fiber optic networks suffers delays, as there was a household coverage of 46% by the end of 2024.
Private enterprises have a low level of adoption of cutting-edge technologies. In 2025, Greece had coverage of 12% vis-à-vis the 2030 EU target
