U.S. lawmakers propose bill to reverse Biden-era LNG bunkering regulation
Congressman August Pfluger of Texas and Congresswoman Laurel Lee of Florida have introduced a new bill aimed at rolling back a regulatory interpretation under the Biden Administration regarding liquefied natural gas (LNG) exports.
As stated, the legislation, titled the Cutting LNG Bunkering Red Tape Act, seeks to formalize a decision originally issued by the Department of Energy (DOE) during the Trump Administration.
Specifically, that decision clarified that ship-to-ship transfers of liquefied natural gas (LNG) used as marine fuel, commonly known as LNG bunkering, do not constitute exports under Section 3 of the Natural Gas Act, unless the transfers occur in foreign waters.
