WSC reinstates cargo inspection data

The World Shipping Council (WSC) has released a new report on deficiencies in government cargo inspections, reviving a key data series that the IMO discontinued last year.

Firstly, the 2024 report shows that 11.39% of inspected cargo shipments had issues, slightly up from 11% in 2023. Common problems include mis-declared or undeclared dangerous goods, incorrect documentation, and improper packing. All these factors can lead to serious safety incidents, including ship fires.

Drawing on port state inspection data, the report continues a series dating back to 2011. Under international law, port States can inspect containers to ensure compliance with safety regulations, including proper declaration and packing of dangerous goods.



“Cargo safety starts with correct declaration and safe packing,” said Joe Kramek, WSC President & CEO. “With over one in ten shipments showing deficiencies, gaps in cargo safety remain far too common. These issues put crews, ships, cargo, and the environment at risk.”

In addition, Kramek emphasized the need for wider reporting. Only seven port States currently provide data. “More participation will strengthen the global picture and help make shipping safer for everyone,” he said.

The report is part of WSC’s broader cargo safety work, including the CTU Code Quick Guide and Checklist for safe container packing, efforts to reduce container losses at sea, and support for stronger IMO rules on dangerous goods.

WSC is also launching a new industry Cargo Safety Program aimed at improving cargo screening and inspections. Kramek noted: “Accurate reporting, better screening, clear standards, and practical guidance can reduce risks and protect lives, cargo, and the marine environment.”
