PSC CIC 2025 on Ballast Water Management – Questionnaire now published

The Paris and Tokyo MoUs’ joint Concentrated Inspection Campaign (CIC) on Ballast Water Management (BWM) will run from 1 September to 30 November 2025. The CIC questionnaire is now published. This PSC news is a follow-up of our news published on 15 July 2025.

1. The Paris MoU and Tokyo MoU CIC on BWIn a press release on 1 August 2025, the Paris and Tokyo MoUs published the questionnaire for this year’s CIC.

The questionnaire contains ten questions as a checklist to confirm that the vessel complies with the requirements for BWM under the relevant IMO instruments. Negative answers to questions 1 to 6, 9 and 10 may be considered grounds for detention, whereas questions 7 and 8 shall only lead to a nondetainable deficiency (see the appendix of the pdf). 

The CIC questionnaire has no specific questions related to the Safety Management System (SMS) on board. However, DNV would like to remind you that any deficiency related to BWM can affect the on-board and company SMS system.

On 2 September, DNV’s PSC and BWM experts are holding a webinar focusing on this years’ CIC on BWM.

DNV’s PSC Planner on DNV Veracity will also include the additional questionnaire.

2. Other PSC inspection campaigns

  • For the ongoing campaign on emergency escape from machinery spaces, please refer to our news from 13 March 2025.
  • The Paris MoU carries out so-called Focused Inspection Campaigns (FIC) in addition to the CIC on a specific topic without prior information published.
  • The USCG is continuing its Enhanced Examination Program (EEP), introduced last year and focusing on different topics which are selected quarterly. No information will be published in advance by the USCG.

Beyond the above-mentioned campaigns, there might be additional local campaigns.

Recommendations

  • Familiarize officers and crew with their duties and the additional checklist.
  • Check if all required certificates and approvals are valid and up to date.
  • Keep the BWM Plan and ballast water record books updated.
  • Make sure that all BWM and treatment systems are working correctly.
  • Visit the DNV webpage for Ballast Water Management to stay updated.
  • Evaluate the SMS for any necessary updates.
