Hambantota International Port (HIP) has reached a key milestone in the maritime industry, announcing the successful integration of High Sulphur Fuel Oil (HSFO) into its bunkering services in January 2025. This new development expands HIP’s range of marine fuels, which now includes Very Low Sulphur Fuel Oil (VLSFO) and Marine Gas Oil (MGO/MDO). This enhanced fuel offering positions Sri Lanka as a significant player in global maritime trade, especially within one of the world’s busiest shipping lanes.
Strengthening Sri Lanka’s Position in Maritime Trade
HIP’s move to provide HSFO aligns with its vision of becoming a leading global maritime hub, as highlighted by Wilson Qu, CEO of Hambantota International Port Group (HIPG). “We are pleased to announce the full operational launch of our HSFO bunkering facility, which marks a significant step in realizing our vision of becoming a leading global maritime hub,” said Wilson Qu.

State-of-the-Art HSFO Storage and Delivery System
The newly operational HSFO facility boasts a substantial 6,000 cubic meter storage capacity, divided across two dedicated tanks in the port’s oil tank farm. Additionally, a specialized pumping system allows the transfer of 400 metric tons of fuel per hour. A streamlined pipeline connects these tanks directly to HIP’s oil jetties, ensuring swift and efficient fuel delivery.
The facility is equipped with advanced monitoring and remote-control systems, ensuring precision and safety in its operations. This addition will be especially beneficial for ship owners operating vessels with scrubbers, as HSFO offers a cost-effective solution for advanced scrubbing systems while complying with the IMO 2020 sulfur cap regulations.
Successful Bunkering Operation Showcases HIP’s Capability
As part of its expansion, the port marked a notable achievement with the successful discharge of 5,000 metric tons of HSFO and 20,000 metric tons of VLSFO from the vessel Grand Ace 10 between January 30th and February 1st. This operation showcased the new HSFO bunkering infrastructure, setting the stage for increased fuel diversity in the region and enhancing HIP’s ability to cater to a broader range of vessels.
Strategic Location Enhances Regional Fuel Supply
Strategically located along one of the busiest maritime routes between Europe and Asia, HIP offers a vital refueling stop for vessels traversing these key shipping lanes. The addition of HSFO further enhances the port’s ability to serve a wide variety of vessels, from large tankers to smaller cargo ships, each requiring different fuel grades for their operations.
Key Partnership with Sinopec Ensures Reliable Fuel Supply
A key partnership with Sinopec, a global leader in energy, ensures the delivery of high-quality, reliable marine fuels to HIP. Additionally, HIP’s commitment to operational excellence is reflected in its certification by Lloyd’s Register (LR), a globally recognized authority in maritime classification. In 2022, HIP received its Fitness for Service (FSS) certification, further validating its infrastructure and dedication to safety and compliance.
