WestJet Cargo decided to partner with TCE for its customs processes, primarily due to their efficiency and expertise. Since they kicked off this collaboration on November 18, 2024, TCE has developed a tailored customs reporting and monitoring system that now supports all of WestJet’s international cargo operations.

“We made the choice to outsource our customs tasks last November, and with the air cargo sector becoming increasingly complex in recent months, it was a timely decision,” shares Julius Mooney, director of Cargo Commercial at WestJet. “Navigating customs regulations is tough for any airline; rules change frequently and we’re always racing against time to ensure our flights depart on schedule with properly declared cargo,” he adds. “To streamline our operations and alleviate pressure from our operations Control center, we opted for TCE’s expertise in handling compliance issues. Their deep knowledge of international customs allows them to thoroughly investigate discrepancies when they arise. The benefits have been clear: we’ve cut fixed costs significantly while optimizing resource use and enhancing customer service.”

Just six weeks after signing the agreement on November 18th, TCE conducted an in-depth review of WestJet’s customs workflow. They identified areas for enhancement and established necessary system messaging protocols. By granting TCE access to their SmartKargo ACMS and CHAMP portal, WestJet enabled them to oversee all messaging related to international shipments into Canada. The dedicated team now handles complete reporting services covering various Advance Cargo Facts (ACI) processes like AMS and ICS2 reporting among others.

TCE focuses on three main areas: Monitoring & Documentation (ensuring accurate submission by reviewing CHAMP data), Reporting & Dialogue (providing updates about cargo status), and Inquiry & Corrective Action (analyzing penalties or issues that arise). This structured approach ensures compliance while keeping stakeholders informed.

“Completing the implementation within just six weeks is impressive given the scale,” remarks Sarah Scheibe, Managing Director at TCE. “While we’ve managed customs reporting for othre airlines before this partnership, we customized a solution specifically for WestJet’s needs after conducting a thorough review.” Following setup phases that included trial runs in controlled environments—where potential gaps were addressed—the dedicated monitoring team began operating around-the-clock with two primary goals: ensuring compliance while minimizing fines.
