In a groundbreaking move, UK-based bunker operator John H. Whitaker (Tankers) Limited has achieved chemical certification from Lloyd’s Register (LR), as reported by the Isle of Man Flag Administration. This certification allows their tanker, Whitchampion, to load, transport, and blend Fatty Acid Methyl Esters (FAME B100) onboard in compliance with IBC Code and MARPOL Annex II regulations.
With this new certification, Whitchampion can now blend biofuels with petroleum distillates and residual fuel oils while operating within UK coastal waters. This is made possible through a Tri-Partite Agreement involving the Isle of Man Flag and the UK Maritime and Coastguard Agency (UKMCA).
Another vessel in Whitaker’s fleet,Whitchallenger,is set to undergo a similar approval process later this year.
Currently, bunker tankers certified under MARPOL Annex I face restrictions on carrying blends exceeding 30% FAME due to IMO regulations. Fuels with higher bio-content are classified under the International Bulk Chemical Code (IBC Code) and MARPOL Annex II standards—typically necessitating full chemical tanker status. This regulation has effectively sidelined many conventional bunker tankers from engaging in mid-to-high-range biofuel blending.
Whitchampion stands out as the first LR-classed vessel that successfully navigates these regulatory challenges. Through an extensive Gap Analysis and Risk Assessment aligned with IBC Code requirements, LR devised strategies to mitigate identified risks. This innovative approach enabled them to secure waivers from the Flag Administration for this Annex I bunker tanker to carry FAME without needing a complete conversion into a chemical tanker.
Additionally, comprehensive training on safely handling FAME has earned UKMCA approval for crew members along with a Restricted endorsement for existing Oil Tanker Dangerous Cargo Endorsements (DCE).
Tim Wilson from LR emphasized that this certification paves an accessible path for existing bunker tankers aiming to transition towards sustainable energy solutions without incurring hefty costs associated with conversions or replacements.
Jawwad Minhas of LR highlighted their effective methodology involving Gap Analysis followed by risk mitigation strategies that ensure safety while facilitating compliance during this energy transition phase in maritime operations.Peter Howard at Whitaker Tankers expressed pride in achieving this milestone through collective effort while reaffirming their commitment to helping clients meet decarbonization targets efficiently. He also looks forward to securing similar certifications for Whitchallenger soon.
