Palau government confirms continued operation of Palau Open Ship Registry

Ministry of Public Infrastructure and Industries (MPII) has reaffirmed that the Palau Open Ship Registry continues to operate normally and without interruption under the authority of the Republic of Palau.

The Ministry confirmed that all registry services are being delivered through the Bureau of Marine Transportation, including vessel registration, statutory certification, regulatory oversight and flag-state administration.

Since 15 December 2025, the Bureau of Marine Transportation has ensured the uninterrupted provision of all registry functions. The government emphasized that the Palau Open Ship Registry remains fully compliant with Palau’s legal framework and international maritime obligations.

Governance transition without service disruption

MPII noted that recent amendments to the Maritime and Admiralty Act enable the Ministry to manage a gradual and orderly transition of the Registry’s governance structure. These measures are intended to address issues linked to the Registry’s previous corporate operating model, while safeguarding continuity of service and operational efficiency.

The government said the transition ensures that institutional knowledge and proven professional expertise continue to support the Palau Flag, reinforcing confidence among shipowners and maritime stakeholders.

Clarification on former registry leadership

In this context, the Government of Palau clarified that its recent administrative actions relate strictly to corporate and governance matters associated with the former registry structure. The government stressed that these actions do not reflect on the professional integrity or experience of Panos Kirnidis, the former Chief Executive Officer of the Palau International Ship Registry.

Commitment to flag-state reliability

The government reiterated that the Palau Flag remains a respected and dependable flag of choice within the global maritime industry, and that its standing, validity and operational integrity have not been affected.

“Our priority is to ensure continuity of service and the effective administration of the Palau Flag,” said Hayes Moses, Director of the Bureau of Marine Transportation. “All registry services continue to be delivered in accordance with established procedures and international standards.”

The Government of Palau said it will provide further updates through official channels as appropriate.
