DSTA and Korean Register partner on autonomous maritime verification
Singapore’s Defence Science and Technology Agency (DSTA) has partnered with the Republic of Korea’s Korean Register (KR) to advance verification and validation for autonomous maritime systems.
The two organisations signed a memorandum of understanding to jointly develop a framework for verifying and validating perception and autonomy technologies used in unmanned surface vessels. The work will focus on assessing AI-based perception algorithms and other core systems needed for safe and reliable USV operations.
The partnership combines DSTA’s systems engineering expertise with KR’s experience in maritime regulation, certification, and safety standards. Together, they aim to create a robust V&V framework that supports the wider adoption of autonomous technologies across defence and commercial shipping.
DSTA selected KR for its integrated approach covering policy, technology, and evaluation, as well as its technical expertise. Both parties will take complementary roles in promoting international standardisation of safety verification frameworks for autonomous maritime systems.
“As the maritime sector moves towards broader adoption of autonomous technologies, this partnership will help raise global safety standards for autonomous navigation,” said Ong Li Koon, Director of Naval Systems at DSTA.
KR Executive Vice President Kim Daeheon said the collaboration will support the development of reliable test methods and safety guidelines for AI-based USVs, helping build public and regulatory confidence in autonomous vessels.
KR plans to use the project to strengthen its role in maritime AI certification and expand global partnerships. The joint research is expected to contribute to future international standards and regulatory discussions on autonomous ship technologies.
