Hong Kong Maritime Leader Held in Connection with Baltic Pipeline Incident
The captain of a container ship registered in Hong Kong has been taken into custody following an incident in October 2023 that caused significant damage to the Balticconnector pipeline, which is vital for natural gas transport between Estonia and Finland. According to reports from China’s South Morning Post, Captain Wan Wenguo, aged 43, faced charges of criminal damage and violations of maritime regulations during his ship’s journey from October to December 2023.
Prosecutors claim that Wenguo is accountable for the harm inflicted on both the Balticconnector pipeline and an adjacent telecommunications cable. The allegations include neglecting proper anchor equipment maintainance and failing to provide necessary daily updates to the ship’s owner.
This event unfolds against a backdrop of increasing security issues in the Baltic Sea area, where various infrastructure incidents have been noted since 2022.In response, NATO has ramped up its naval presence with frigates, aircraft, and drones patrolling these waters.
Finnish authorities are actively investigating this matter while collaborating with their Chinese counterparts. The next court session is set for early July. Notably, under Hong Kong’s crimes Ordinance, legal action can be taken against offenses committed on vessels registered there even when they occur in international waters—regardless of who commits them.
