Boosting Eurostar's Depot Capacity to Enhance Cross-Channel Travel Rivalry

A recent independent analysis has revealed that the temple Mills depot in London could potentially expand its capacity to facilitate new cross-channel passenger services. However, eurostar, the current operator, argues that the proposed solutions fall short of meeting even one operator’s needs without considerable investment.

So far, companies like evolyn, Virgin Trains, and Gemini Trains have expressed serious interest in launching their own cross-Channel services. These new players will require maintenance facilities within the UK; Temple Mills stands out as it’s the only depot linked to the Channel Tunnel high-speed line and can handle rolling stock designed for a larger European loading gauge.

This depot operates under regulations set by the Railways Act of 1993, which empowers the Office of Rail & Road (ORR) to mandate Eurostar to grant access to other operators.

The ORR commissioned IPEX Consulting to evaluate capacity at Temple Mills due to rising interest in new services. Their report released on March 31 indicates there is some existing capacity for additional trains without altering current operations. More space could be created through adjustments in operational practices or infrastructure changes; several options are outlined in their findings.

The ORR is currently seeking feedback from stakeholders on these preliminary insights until April 28, which will shape their final recommendations.
